Reimagining Equity through Dynamic Inquiry (REDI)
Organizational Readiness for
Equity Work
Developed to guide public institutions in operationalizing equity. It recognizes that public institutions can only achieve sustainable equity outcomes when they integrate equity principles into all policies, processes, and practices. REDI is grounded in C3E’s Theory of Change, which identifies organizational learning as the foundation for equity-centered, effective, and efficient public governance.
What is REDI?
REDI is a 3-year organizational transformation program that supports local governments and public institutions to embed equity into their practices, processes, and leadership so that public trust in government is amplified. During the REDI program, a cohort of 15-20 middle management and front-line staff from your organization will be supported in the implementation and sustainability of 5-6 pilot projects, built and co-created with your staff members and community. We use a structured learning and action model based off the field-tested REDI Model, which will be used to develop internal leadership and capacity as well as create real, testable solutions to long-standing issues your organization faces.

Key elements of REDI include:
- Organizational Learning – Creating a culture of continuous improvement to embed equity at every level of the organization
- Collaborative Solutions – Engaging employees and community members through co-design processes
- Systemic Transformation – Using tools like equity audits, data disaggregation, and participatory budgeting to address structural inequities
REDI supports public institutions in building capacity to implement equity-driven change through actionable insights and iterative learning processes.
