Welcome to the Center for Equity, Effectiveness, and Efficiency (C3E) Resource Center, a free, publicly accessible platform created to bridge the gap between research and practice for local government practitioners embedding equity into organizational performance. This space provides tools, frameworks, and best practices that translate theory into actionable strategies, helping public institutions achieve measurable equity-driven outcomes.

Grounded in the Reimagining Equity through Dynamic Inquiry (REDI) Model and C3E’s Theory of Change, the Resource Center focuses on building sustainable capacity in four core domains of public sector leadership: policy analysis, process change, project management, and emotional intelligence. Each domain offers tools and curated resources to help leaders address institutional barriers, improve operational effectiveness, and achieve equitable outcomes in public service.

As a practitioner, you are encouraged to explore each domain and build your capacity in areas most relevant to your leadership and management role:


POLICY ANALYSIS 
Policy Analysis provides tools to evaluate policies through an equity lens to address structural barriers disproportionately affecting employees furthest from opportunity. Strengthening this area can help ensure policies promote equity and inclusivity.
PROCESS CHANGE 
Process Change focuses on evaluating and transforming workflows to remove barriers and promote equitable access. Developing competencies in this domain helps ensure that your organization’s practices support equity goals.

EMOTIONAL INTELLIGENCE 
EQ is essential for fostering trust, empathy, and accountability within employees and across the entire organization. It enables practitioners to build safe and inclusive environments, hold themselves accountable for promoting equity, and manage conflicts constructively.

PROJECT MANAGEMENT 
Project Management focuses on leading equity-driven initiatives by mobilizing inclusive teams, coordinating resources, and implementing strategies to address structural inequities within the organization. Practitioners with strong project management skills can ensure that equity remains at the center of their work.
