The REDI Framework was developed by the Center for Equity, Effectiveness, and Efficiency (C3E) to guide public institutions in operationalizing equity. It recognizes that public institutions can only achieve sustainable equity outcomes when they integrate equity principles into all policies, processes, and practices.
REDI is grounded in C3E’s Theory of Change, which identifies organizational learning as the foundation for equity-centered, effective, and efficient public governance.

Key elements of REDI include:
- Organizational Learning – Creating a culture of continuous improvement to embed equity at every level of the organization
- Collaborative Solutions – Engaging employees and community members through co-design processes
- Systemic Transformation – Using tools like equity audits, data disaggregation, and participatory budgeting to address structural inequities
